Right now I'm just assuming it's whoever's in charge of all this in the first place. The "mysterious boss" that the Watchers answer to, but won't go out of their way to speak to us?
Probably. But it makes you wonder who exactly, but more important why? I thought we'd be here to fix something, but we haven't gotten anything figured out, as far as I know.
That seems like the case. We just have to keep coming back and seeing what they can help with later. And I get the feeling they're learning things as we go along, too.
